The committee members appointed by the Wyoming Highway Dept.'s chief engineer to perform this study were: Melvin Webb, E. H. Crowe, Harry Huson, Colonel Wickam, and Major Reese. The latter two individuals are part of the Wyoming Highway Patrol.
